When it comes to long term conflicts such as Ukraine, war risks becoming the backdrop rather than breaking news. This means a different kind of pressure can build for citizenship-by-investment (CBI) programmes: tighter timelines, higher complexity, and “exceptional” conditions starting to feel routine.

For programme operators, the next test may come less from a single red flag and more from a shift in tempo. In the short term, there appears to be little hope of peace between Ukraine and Russia. That said, if negotiations, sanctions dynamics, or regional stability move even slightly, application patterns could change quickly, and due diligence frameworks may be tested on speed, consistency and resilience.

Here are four forward-looking pressure points for CBI programmes to watch as the situation evolves:

  1. Demand spikes: Whether because of conflict or conflict settlement, conflict dynamics and resolution can suddenly increase application volumes. The risk isn’t that programmes suddenly attract “bad” applicants; it’s that good decision-making becomes harder when volume and urgency arrive together.
  2. Decision discipline: When timelines compress, it is important to maintain robust due diligence and verification frameworks and also to ensure capacity to continue to handle follow-up questions, corroboration, and escalation. The best outcomes derive from an evidence-led process, even during the pressure of higher-demand periods.
  3. Russian readmittance? Although at present this seems far off, any future normalisation of relations with Russia may lead to some programmes readmitting Russian applicants.
